Through the efforts of the Board of Directors, sponsors, volunteer coaches, parents, and referees, we strive to be the embodiment of all of the above and will display the characteristics of positive role models to help shape the future of the youth of our community.
Our goal is to provide those interested in learning about and playing flag football with a safe and encouraging environment in which to practice and play the game. In an effort to include all interested youth, we will strive to:
§ Promote positive reinforcement of the principles of positive teamwork and sportsmanship and will work to ensure that all participants receive the opportunity to be a part of a team and to share in the team’s successes.
§ Offer a separate division for those children with special needs.
§ Offer scholarships for those who could not otherwise participate because of diminished financial means.
We wish to empower our youth with self esteem and self worth and at the same time show them that by becoming involved in the community around us can have positive outcomes and build stronger members and a stronger community.
Divisions are as follows:
- Mini Pro: 4-5 year olds, Coed
- Little Pro: 6-8 year olds, Coed
- *Junior Pro: 9-11 year olds, Coed
- *Senior Pro: 12-14 year olds, Boys or Girls (modifications based on participation)
- Varsity Pro: 15-18 year olds, Boys or Girls (modifications based on participation)
- Possible Future Division(s)……… Special Needs Division
(*9-11 year olds & 12-14 year olds are eligible for NFL Flag Regional Tournaments)
Age cut-off is as of September 1st of the current year, as per the NFL guidelines.
(A copy of the participant’s Birth Certificate is required for registration upon request)
All games will be held on Saturdays, excluding possible playoff days or unless otherwise notified. The season will run from July through September. Some teams may begin practice in late June.
September – November: NFL Flag Regional Tournaments ages 9-14

Thank you for your interest in helping coach a team this year! We appreciate your interest and assistance and know that this will be a rewarding experience. We want to make sure you understand that this is a volunteer experience that requires dedication, commitment, and patience.
What we require of you is this:
· Practices:
Minimum: 1 day a week for 1 hour (typically for the 4-5 year old age)
Maximum: 2 days a week for 2 hours
· Games:
You should be able to be at all or most games from the start to the end of the season. (If you are unable to attend a game, you need to make sure your assistant coach is able to help guide your team at the game!! It is not acceptable to leave your team “hanging” without a coach.)
· Draft Assistant Coach(es) and Team Parent:
You should work to draft at least 1-2 Assistant Coaches (based on age division guidelines) from your team’s parents (some teams may already have Asst Coaches or Co-coaches designated) and also a Team Parent to help you out. These are not required but will make your life much easier. An assistant coach can help at practices and especially help on game days.
· Communication to Your Team:
We expect timely and responsible communication to your team – making sure they know when & where practices are, when practices are cancelled, game schedules, etc. It is your duty to ensure your entire team knows any pertinent information about your own team and any league communication applicable to players and their parents. (This is extremely important!)
· Coaches Meetings:
We really need to have you or a team representative at the few coaches meetings we will have this season.
· Background Check:
We will be collecting a copy of your Driver’s License and demographic info to perform a background check. By signing up as a coach you authorize this background check. (This is performed as a safety measure for the children)

10 Guidelines for Coaches
|
(Based on the NFL Youth Football guidelines)
Coaching is an extremely important responsibility. A good coach always places the best interests of a player before winning.
The players & their parents have placed you in a position of leadership, and you have a responsibility to give them your best effort. Additionally, this football experience will play a significant factor in determining whether the players continue participating in football in the future – both through this program and in other programs. Coaching youth sports is a difficult job because parents expect professional results from people whom are mostly volunteers.
Here are ten guidelines to get you through the season:
- A coach should be enthusiastic without being intimidating. He/she should be sensitive to the children’s feelings and genuinely enjoy spending time with them. A coach should be dedicated to serving children & understand that football provides physical & emotional growth for its participants.
- A coach needs to realize that he/she is a teacher, NOT a drill sergeant. They should help children learn & work to improve their skills. Personal gains are NEVER a consideration. The job does NOT depend on winning.
- The safety & welfare of the children can NEVER be compromised.
- A coach needs a tremendous amount of patience. Do not push children beyond limits in regards to practice. Children have many daily pressures & the football experience should not be one of them. Playing football is supposed to be FUN.
- A coach should care more about the players as people than as athletes. The youth program is a means to an end, not an end to itself.
- A coach should encourage his players to dream & to set lofty goals. It is important to remain positive & refrain from any discouraging remarks. Negative comments are remembered far more often and for much longer than positive affirmations.
- A coach needs to remember that the rules of the game are designed to protect the participants, as well as to set a STANDARD for competition. He/she should NEVER circumvent or take advantage of the rules by teaching deliberate misconduct. A coach who puts his/her opponents’ team at risk should NOT be involved with children.
- A coach should be the FIRST person to demonstrate good sportsmanship. He/she should take a low profile during the game & allow the kids to be the center of attention.
- Parents & players place a lot of trust & confidence in the coach. The coach has an important role in molding the athletic experience of the children they teach.
- A coach can measure success by the RESPECT he gets from his/her players, regardless of victories or defeats. Children who mature socially & physically while participating in sports are the best indication of good coaching.
With a brand new league and our first season, it is our goal to promote positive competition, fairness and good sportsmanship.
Team player selections will be selected by the Board of Directors and based on the following guidelines:
- Parents coaching a team in a similar age division as their child will have their child placed on their team.
- Siblings in a similar age division will be placed on the same team.
- We will then factor in the following:
- Address/Zip code
- Age of child – try to alleviate too many younger or older team members on one team
- Prior experience
- There will be NO tryouts for teams.
For each season following, teams may remain together. Children / parents may request to be placed on a different team for the next new season, but may NOT chose the team they move to.
Children will not be able to be “drafted” into the next age division. Children moving up in age divisions will be placed on teams by the Board of Directors.
Teams will play either 4-on-4 or 5-on-5 based on player registration for that season for each age division.
Teams will be divided as evenly as possible so that no one team has significantly less or more players. When playing 4-on-4, team rosters shall consist of a MAX of 8 players and for 5-on-5, team rosters shall consist of a MAX of 10 players.
Team names will be based on several criteria. First & foremost, the availability of team jerseys in the most appropriate sizes from the NFL will guide those decisions. The Board of Directors and input from team coaches will also be used to guide team name selections. Coaches may be asked for their top three (3) NFL team names. No two teams in the same age division may have the same NFL Team name.
· Athletic shoes must be worn. Cleats are allowed. However, NO metal spikes. Inspections will be made at the beginning of the game.
· All players MUST wear a protective mouthpiece. There are NO exceptions. (Children with braces should see their Orthodontist for special mouth guards)
· No jewelry of any kind may be worn during games.
· No hard casts or any splints/braces containing metal. (If there are questions, please have a Director’s approval before play begins).
· Players must wear their team NFL Flag jersey to play and must be tucked in so as not to interfere with the flag belt. (Jerseys may not be modified)
· Shorts must be black. Shorts with belt loops or pockets must be taped. (We encourage wearing uniform issued shorts.)
· No hats.
· Practices may begin the last week of June. This is approximately 3 weeks before our first Games.
· A team must practice a minimum of one day per week for 1 hour (excluding inclement weather).
· Teams are limited to a maximum of two days per week for no more than 2 hours per day.
· Typically the younger teams such as Mini Pro & Little Pro will do better limiting practice to 1 hour due to attention span. We recommend that the Mini Pro 4-5 year old age division practice only once per week.
· As a coach, you are responsible for finding an appropriate place to practice. There can be no practices held at The Plex. Many coaches in the past have contacted local schools to utilize their grounds for practice, but you must get authorization first. Local parks are also another great place to practice. Please keep in mind the children’s safety when choosing a place to practice your team.
· It is your responsibility to make sure that all parents / children on your team know when practices are & where. If there are any practice cancellations, it is your job to contact parents in a timely manner to inform them of the cancellation.
- The field dimensions are 30 yards by 70 yards.
- There are two 10-yard end zones & a midfield line-to-gain.
- No Run Zones are a 5 yard imaginary zone before midfield and before the end zone.
- Stepping ON the boundary line is considered out of bounds.
- Only league issued footballs will be allowed for games. (Make sure you bring your footballs to games)
- Mini Pro 4-5 y.o. Division will use the JUNIOR / Blue ball. Little Pro 6-8 y.o. Division has a choice to use either the JUNIOR / Blue ball or the INTERMEDIATE / Brown ball. All other divisions must use the INTERMEDIATE / Brown ball.
- Only league issued NFL flag belts will be allowed for games.
(Flags will be issued to each team by the first allowed practice date. ALL flag belts and league issued footballs must be returned to Fort Wayne Flag Football Corp at the end of the season. If flags are not returned by 2 weeks after the end of the season, there will be a fee assessed to that coach)
- No modifications, in any way, may be made to footballs or flag belts. (This is considered cheating and subsequent consequences will be enforced.)
- All games will be played to two (2) 20 minute Running Clock halves with a 5 minute half-time.
- The last 2 minutes of each half are played to a Normal Clock and teams will receive a 2 minute warning.
- The clock will stop for first downs, incomplete passes, player out-of-bounds and change of possession.
- Each team will receive two (2) 1 minute (60 second) Time Outs per half.
- Time Outs do not have to be utilized
- You can NOT carry-over unused 1st half time-outs into the second half (use it or lose it).
- The clock will stop for player injuries. This is at the Referees’/Officials discretion.
- The clock restarts when the injured player is removed from the field of play.
- If the clock is stopped for a player injury, then that player must be taken out of play for the next play. The player may return to play after that.
- Referees / Officials may stop the clock at their discretion for any other reason.
- There is a Minimum/Maximum of 4 players on the field at all times for games being played 4-on-4 and a Minimum/Maximum of 5 players on the field for games being played 5-on-5.
- Coaches:
- At least one (1) coach must remain on the sideline at all times.
- Mini-Pro & Little Pro divisions are allowed no more than three (3) approved coaches on the sidelines.
- Mini-Pro & Little Pro teams are allowed one (1) coach on the field during game play.
- The coach on the field may NOT call the snap count.
- The coach must NOT interfere with the play in ANY way. (This is considered unsportsmanlike conduct).
- All other divisions are allowed no more than two (2) approved coaches on the sidelines.
- These divisions are NOT allowed coaches on the field during game play.
- There is a MANDATORY Player Minimum Plays of five (5) plays per child per game half.
- We expect that this rule is followed by ALL COACHES for ALL TEAMS!
- Infractions of this rule will result in penalties directly to the coach.
- This rule is to ensure that all children are given the chance to play and feel part of the team.
- Home team and Visiting team will be designated on your Game Schedule.
- Home teams wear the DARK colored side of the jersey.
- Visiting teams wear the LIGHT colored side of the jersey.
- At the start of each game, captains from both teams will meet at midfield for a coin toss to determine who will start with the ball.
- The visiting team will call the toss.
- The winner of the coin toss gets to decide if they wish to play offense or defense.
- The loser of the coin toss gets to decide which side of the field they wish to start on.
- Teams will begin the 2nd Half of the game OPPOSITE of what they do in the 1st Half. There are no deferrals / exceptions.
- The offensive team takes possession of the ball at its 5 Yard line.
- They have three (3) plays to cross midfield (1st Down)
- Once a team crosses midfield, it has three (3) plays to score a touchdown.
- If the offense fails to score, the ball changes possession and the new offensive team takes over on its 5 Yard line. (There are NO 4th Downs. The 4th Down is an automatic “punt” to the defensive team)
- If the offense team fails to cross midfield, possession of the ball changes and the opposition starts from its 5 Yard line.
- ALL possession changes, EXCEPT interceptions, start on the offense’s 5 Yard line.
- Teams change sides after the first half.
- Each time the ball is spotted, a team has 30 seconds to snap the ball.
- *In the Mini Pro division the team has 45 seconds to snap the ball.
- Teams will receive one (1) warning before a delay-of-game penalty is enforced.
- The 30-second clock will be enforced.
- If the score is tied at the end of the 40 minute game, teams will move directly into Overtime.
REGULAR GAME SEASON:
- A coin toss will determine possession, as it does at the beginning of a game.
- The first offensive team will start at midfield and will have three (3) plays to score.
- If the offense fails to score, the ball changes possession and the new offensive team takes over at midfield.
- If the offense fails to score, again the ball changes possession and the new offensive team takes over at the Defenses 5 Yard line and will have three (3) plays to score.
- If the offense fails to score, the ball changes possession and the new offensive team takes over at the Defenses 5 Yard line and will have three (3) plays to score.
- If no one has scored at this point, an official tie will be called.
- If a team scores at any point during Overtime, they will have the option to go for Extra Points as in regular play.
- There is NO Sudden Death. Each team gets a minimum of one possession.
PLAYOFFS & CHAMPIONSHIP:
- Each team gets one (1) series of up to six (6) plays (possibly more, pending penalty enforcement) starting from the team’s own 5 Yard line.
- A coin toss will determine possession.
- There is NO Sudden Death. Each team gets a minimum of one possession.
- Each team will be scored based on yardage gained or points scored.
- Yardage Gained:
- Each team will be given one (1) complete series to drive the field as far as they can.
- The yardage gained will be noted by the official.
- The team with the most yards gained wins.
- If both teams scored touchdowns & complete the same amount of points in conversions, the process is repeated.
- In the case of an interception by Team B, the last point of possession is measured from the end of play after the interception.
- If Team B intercepts the ball & returns it for a touch down, Team B wins.
- Scoring:
- Same as regulation.
- The team with the highest score wins.
- Winning through yardage is equivalent to winning by 6 points for tie-breaker purposes.
- Change of Possession:
- Change of possession takes place when Team A’s forward progress is halted on downs or a touchdown, or when the ball is intercepted by Team B.
- Team B takes possession on its 5 Yard line unless the ball is intercepted.
- Multiple Overtime Periods
- First Overtime Period (as explained above)
- Scoring teams may go for 1 or 2 extra points
- Second Overtime Period
- First possession goes to the loser of the coin toss
- Scoring teams MUST go for the 2 extra points
- Extra Points:
- 1 Point – played from the 5 Yard line, Pass only
- 2 Points – played from the 12 Yard line, Can be Run or Pass
- Team must declare whether they wish to attempt a 1 Point conversion or a 2 Point conversion.
- Any change, once a decision is made to try for the extra point, requires a charged timeout.
- Decisions cannot be changed after a penalty.
- Interceptions on conversions can NOT be returned.
- Safety = 2 points
- A Safety occurs when the ball carrier is declared down in his/her own End Zone. They can be called down when their flag(s) are pulled by a defensive player, their flag falls out, they step out-of-bounds or they hit the ground with their knee or arm.
- A Safety also occurs when there is an offensive penalty in the End Zone.
- Forfeits
- Forfeits are scored 6-0 for the winning team.
- Forfeits will be called if:
- A team does not show up
- A team shows up but does not have the Minimum required amount of players from their roster to play on the field.
- There is no coach present.
- The coaches, referees & scorekeepers (if any) must sign the score card at the end of the game and the score card must be turned into the designated league official / director.
- The ball is spotted where the runner’s feet are when the flag is pulled, NOT where the ball carrier has the ball. If one foot precedes the other, the forward foot marks the spot. (i.e. You need one foot in the End Zone to score a Touchdown).
- The quarterback cannot directly run with the ball.
- Only direct handoffs behind the line of scrimmage are permitted. The offense may use multiple handoffs.
- NO laterals or pitches of any kind are allowed.
- “No Run Zones”, located 5 yards before each end zone & 5 yards on either side of midfield, are designated to avoid short-yardage, power-running situations.
- Teams are NOT allowed to run in these zones.
- Each offensive team approaches only two (2) No Run Zones: one 5 yards before midfield for the 1st down and one 5 yards from the goal line to score a touchdown.
- A team that receives a penalty while in the No Run Zone maintains the No Run Zone when the penalty is assessed.
- No Run Zones do NOT apply to the Mini Pro division. Mini Pro may run the ball at any point.
- The player who takes the handoff can throw the ball from behind the line of scrimmage and the ball then must pass the line of scrimmage.
- Once the ball has been handed off by the quarterback, all defensive players are eligible to rush.
- The Blitzer must be 7 Yards from the line of scrimmage.
- Mini Pro division rushes from 7 Yards, but their defensive line will start 5 yards back from the line of scrimmage.
- Once the ball has crossed the line of scrimmage, offensive players must stop their motion. No running WITH the ball carrier. (Intentional infractions will be considered Screening or Blocking & will be assessed a penalty).
- Spinning is allowed, but players cannot leave their feet to avoid a flag pull. (There must be one foot on the ground at all times.)
- Runners may leave their feet IF there is a clear indication that he/she has done so to AVOID COLLISION with another player without a flag guarding penalty enforced.
- No blocking or “screening” is allowed at any time.
- No player of the offensive team may impede the progress of a defensive player by getting in the way of them making an attempt on the ball carrier’s flag.
- Flag Obstruction: All jerseys MUST be tucked in before play begins. The flags must be on the player’s HIPS and free from obstruction. Deliberately obstructed flags will be considered flag guarding.
- BREAKAWAY Tackles can be awarded a Touchdown if, in the judgment of the Referee, a player had a clear path to the End Zone and there was NOT an attempt on the flag.
- All defender attempts must be made on the flags. If an offensive player has clear possession of the ball, defenders can NOT make an attempt on the ball. (No forced fumbles). This will be considered unsportsmanlike conduct.
- All passes must be from behind the line of scrimmage, thrown forward & received beyond the line of scrimmage.
- Shovel passes are allowed, but must be received beyond the line of scrimmage.
- The quarterback has a seven-second “pass clock”.
- If a pass is not thrown within the seven (7) seconds, the play is dead, the down is consumed & the ball is returned to the line of scrimmage.
- Once the ball is handed off, the 7-second rule is no longer in effect.
- If the quarterback is standing in the End Zone at the end of the 7-second clock, the ball is returned to the line of scrimmage.
- All players are eligible to receive passes, including the quarterback, if the ball has been handed off behind the line of scrimmage.
- Only one player is allowed in motion at a time. All motion must be parallel to the line of scrimmage & no motion is permitted towards the line of scrimmage.
- A player must have at least one (1) foot inbounds when making a reception. (The first foot to make contact with the ground ). Stepping ON the boundary line is considered out-of-bounds.
- In the case of simultaneous possession by both an offensive & defensive player, possession is awarded to the offense.
- Interceptions change the possession of the ball at the point of interception.
- Interceptions are the only changes of possession that do not start on the 5 Yard line.
- Interceptions are returnable but not on point conversions after touchdowns.

Rushing the Passer / Quarterback
|
- All players who rush the passer must be a minimum of seven (7) yards from the line of scrimmage when the ball is snapped.
- Any number of players can rush the quarterback.
- Players not rushing the quarterback may defend on the line of scrimmage.
- Once the ball is handed off, the seven yard rule no longer is in effect and all defenders may go behind the line of scrimmage.
- The referee will designate the 7 yard Rush / Blitz line at each play.
- Defensive players should verify they are in correct position with the referee on every play.
- The Mini Pro division must have their defensive line set at 5 yards from the line of scrimmage.
- A Legal Rush is:
- Any rush from a point 7 yards from the defensive line of scrimmage.
- A rush from anywhere on the field AFTER the ball has been handed off by the quarterback.
- If a rusher leaves the rush line early, they may return to the rush line, reset & then legally rush the quarterback.
- If a rusher leaves the rush line early & the ball is handed off before they cross the line of scrimmage, they may legally rush the quarterback.
- A Penalty may be called if:
- The rusher leaves the rush line before the snap & crosses the line of scrimmage before a handoff or pass = Illegal Rush (5 yards from LOS (line of scrimmage) & first down)
- Any defensive player crosses the line of scrimmage before the ball is snapped = Offside (5 yards from LOS & first down).
- Any defensive player, not lined up at the rush line, crosses the line of scrimmage before the ball is passed or handed off = Illegal Rush (5 Yards from LOS & first down)
- Special Circumstances:
- Teams are not required to rush the quarterback, seven second clock in effect.
- Teams are not required to identify their rusher before the play.
- If the rusher leaves the 7 yard line before the snap, he/she may immediately drop back to act as a defender with no offside penalty enforced.
- Players rushing the quarterback may attempt to block a pass. HOWEVER, NO contact can be made with the quarterback in any way.
- Offense can NOT impede the rusher in any way. The rusher has a CLEAR PATH to the quarterback & any intentional interference that would impede his/her path will be considered screening. (The offense may continue to run their route).
- Blocking the pass & then striking the passer will result in a 10 Yard Penalty.
- A SACK occurs if the quarterback’s flags are pulled behind the line of scrimmage. The ball is then placed where the quarterback’s feet are when the flag is pulled.
- A SAFETY is awarded if the sack takes place in the Offensive team’s End Zone.
- The ball is live at the snap of the ball & remains live until the official whistles the ball dead.
- Balls must be snapped between the legs, not off to one side, to start play.
- The official will indicate the line of scrimmage and the neutral zone.
- It is an automatic dead ball foul if any player on defense or offense enters the neutral zone
- Officials may give both teams a courtesy neutral zone notification to allow their players to move back beyond the line.
- A player who gains possession in the air is considered in bounds as long as one foot comes down in the field of play. (Stepping ON the boundary line is considered out-of-bounds.)
- The defense may not mimic the offensive team signals by trying to confuse the offensive players while the quarterback is calling out signals to start the play.
- Player substitutions may be made on any dead ball.
- Any official / referee may whistle the play dead. (No one else may call any play dead)
- Play is ruled “dead” when:
- The ball hits the ground
- The ball carrier’s flag is pulled
- The ball carrier steps out of bounds
- A touchdown, extra point or safety is scored
- The ball carrier’s knee or arm hits the ground
- The ball carrier’s flag falls out
- The receiver catches the ball while in possession of one flag
- The 7 second pass clock expires
- An inadvertent whistle is made (at the spot where the ball was whistled dead)
- In the case of an inadvertent whistle, the offense has 2 options:
- Take the ball where it was when the whistle blew
- Replay the down from the original line of scrimmage
- NOTE: There are NO fumbles. The ball is spotted where the ball hits the ground.
- A team Coach is allowed to use a Time Out to question an official’s rule interpretation.
- If the rule is interpreted incorrectly, the Time Out will not be charged & the proper ruling will be enforced.
- Officials should all agree upon any controversial call in order to give each team the full benefit of each call.
- If the ruling is correct, the team will be charged a Time Out
- A legal flag pull takes place when the ball carrier is in full possession of the ball.
- Defenders can dive to pull flags, but can NOT tackle, hold or run through the ball carrier when pulling flags.
- It is illegal to attempt to strip or pull the ball from the ball carrier’s possession at any time.
- If a player’s flag inadvertently falls off during the play, the player is down immediately upon possession of the ball & the play ends.
- A defensive player may not intentionally pull the flags off of a player who is not in possession of the ball.
- Flag guarding is an attempt by the ball carrier to obstruct the defender’s access to the flags by stiff arming, dropping of head, hand, arm or shoulder, or intentionally covering flags with the football or jersey.
- Offense must have a minimum of one player on the line of scrimmage (the Center) and up to three/four / five players on the line of scrimmage (based on playing 4:4, 5:5, or 6:6).
- The quarterback must be OFF the line of scrimmage.
- One player at a time may go into motion 1 yard beyond & parallel to the line of scrimmage.
- No motion is allowed towards the line of scrimmage.
- Offensive players must come to a complete stop for one second before the ball is snapped unless he/she is the one player in motion.
- Movement by a player who is set or a player who runs toward the line of scrimmage while in motion is considered a False Start.
- The center must snap the ball with a rapid & continuous motion between his/her legs to a player in the backfield, and the ball must completely leave his/her hands.
- In the Mini Pro division, the DEFENSIVE line must be set at 5 yards from the line of scrimmage.
- If the field monitors or referee witnesses ANY acts of intentional tackling, elbowing, cheap shots, or any unsportsmanlike act, the game will be stopped and the player will be ejected from the game.
- The decision is made at the referee’s discretion
- No appeals considered
- Foul play will NOT be tolerated at any level.
- Offensive or confrontational language is illegal. No trash-talking.
- Officials have the right to determine offensive language.
- Offensive talk is that which may be offensive to officials, opposing players, teams, coaches or spectators.
- If offensive or confrontational language occurs, the referee will give one (1) warning.
- If it continues, the player(s) or coach(s) will be ejected from the game.
- Players may not physically or verbally abuse any opponent, coach or official.
- Ball carriers MUST make an effort to avoid defenders with an established position.
- Defenders are NOT allowed to run through the ball carrier when pulling flags.
- Spectators must also adhere to good sportsmanship as well.
- No harassing the officials or the other team.
- Keep language clean & free of profanity.
- Do not put-down any child.
- Spectators / Parents may also be ejected from the game & the fields. It will be up to the Board of Directors if that parent or spectator may return to any subsequent games and when they may return.
- Spectators are required to keep the fields safe
- Keep younger children & personal equipment away from the sidelines at least by 2 feet.
- Spectators may NOT sit on the team side of the sidelines. All spectators and guests must remain on the opposite side of the team. (For player safety, only coaches & team players may be on the team side of the sidelines).
- The referees will call all penalties.
- Referees determine incidental contact that may result from normal run of play. (No penalty assessed)
- All penalties will be assessed from the line of scrimmage, except as noted (spot fouls).
- Only the head coach may ask the referee questions about rule clarification & interpretations.
- Teams have the option to ACCEPT or DECLINE a penalty, EXCEPT calls made for Unsportsmanlike conduct.
- Games cannot end on a defensive penalty, unless the offense declines it.
- Penalties are assessed LIVE BALL then DEAD BALL. Live Ball penalties must be assessed before play is considered completed.
- Penalties will be assessed half the distance to the goal yardage if the distance to goal is less than the penalty yardage.
- 5 Yard Penalties:
- Illegal Equipment
- Offside
- Illegal Motion (more than 1 person moving, false start, etc.)
- Illegal Forward Pass (pass received behind the line of scrimmage or throwing a pass beyond the line of scrimmage.)
- Offensive Pass Interference (illegal pick-play, pushing off / away defender)
- Screening, Blocking or Running with the ball carrier
- Delay of Game
- Defense - Illegal Contact (holding, blocking, etc.)
- Defense - Illegal Flag Pull (before the receiver has the ball)
- Defense - Illegal Rushing (starting rush from INSIDE the 7 Yard mark)
- 10 Yard Penalties:
- Roughing the Passer
- Taunting / Trash Talking
- Coach on Field (only 1 coach on the field for Mini Pro 4-5 y.o. & Little Pro 6-8 y.o. Divisions. NO coach on the field in any other age division)
- Unsportsmanlike Condut
- After scoring & touchdown is good, OFFENSE receives a 10 Yard penalty from the yard line of Extra Points attempt after touchdown (1 warning to the player & team before ejection)
- Spot Fouls:
- Flag Guarding = 10 Yards & LOSS of Down
- Charging = 10 Yards & LOSS of Down
- Defensive Pass Interference = 10 Yards & FIRST Down
- Stripping = 10 Yards & FIRST Down

- Defense:
- Offside = 5 Yards from the LOS & FIRST Down
- Interference = Spot Foul, 10 Yards & FIRST Down. (EXCEPT in the Endzone - then the ball is spotted on the 1 yard line and automatic FIRST Down.)
- Illegal Contact (holding, blocking, etc.) = 5 Yards from the LOS & FIRST Down
- Illegal Flag Pull (before receiver has the ball) = 5 Yards from the LOS & FIRST Down
- Illegal Rushing (starting rush from inside the 7 Yard mark) = 5 Yards from the LOS & FIRST Down
- Roughing the Passer = 10 Yards from the LOS & FIRST Down
- Taunting / Trash Talking = 10 Yards from the LOS & FIRST Down

Selecting Tournament Teams
(ages 9-11 & 12-14)

Coaches will be asked for their interest in coaching a tournament team.
BEFORE you commit, you must be aware of the following conditions:
- You MUST be committed to the tournament team and understand that there is a time commitment & travel & associated costs involved.
- As a tournament team coach, you will be expected to practice your tournament team at least once a week for at least 1 (one) hour. We are designating Sunday afternoons as the preferred practice day so as to not interefere with the child’s regular team schedule and school activities.
- You are expected to travel with your team to one of several possible Regional Tournament Locations as designated by the NFL. All travel costs will be your responsibility.
- If your team wins at the Regional tournament, you will be expected to continue on with your team to the National Tournament of Champions, typically held in Florida. Travel costs and hotel are covered by the NFL for 1 coach & up to 10 team members ONLY.
Those coaches interested will give their name to a board member to be put into a “hat”. Coaches will be chosen based on number of those interested & coach merit (qualities of good sportsmanship, responsibility and integrity are of utmost importance). Names will be drawn by a non-interested party.
All children in the 9-11 and 12-14 age groups will be welcome to try-out for Tournament teams. (These children & their parents must also commit to this team, the extra time involved in practices, travel and associated costs). All children trying out will not make a team.
Based on number of interested participants, teams will be formed with the assistance of the selected Tournament Coaches and age division coaches. Our desire is to have at least one team for each category: 9-11 Coed, 12-14 Boys and 12-14 Girls. If we have enough committed players, we will form more teams.
If we have multiple teams in one age group, it is our desire to have those teams compete separately at different Regional sites, thus increasing the leagues chances of having a representative at the National Tournament of Champions.
Tournament Registration Fees will be the responsibility of each Tournament Team. The league will attempt to raise funds through league fundraisers. However, if enough funds are not raised through this effort, each child on a tournament team may be required to pay up to $25 to attend the regional tournament selected. (Registration fees & individual costs may change based on adjustments made by the NFL and funds raised, if any, by the league.)

Role of Board of Directors & Coaching
|
The role of coach is very important. With all of our busy lives, we also know that it can be difficult to find enough volunteers to coach. Because of this, and because the board members are parents and actively interested in coaching and having fun with these kids, board members may coach a team.
With that being said, we wish it also to be known that we are making every attempt to structure this league so that we avoid any conflict-of-interest. Any board member that coaches in a specific age division will not be allowed to make any direct judgment calls that would affect the outcome of a game against a similar age division team.
